This past November the citizens of the Texas city, I live in, overwhelmingly voted against a bond package (70% against) because it was too much of an expenditure for the size of the city. The city council is now enlisting the city’s HOAs to select members to serve on a city committee to 1) determine why the bond failed and 2) to draft and design a new bond package that would pass next November. This feels like the city is forming a political machine of sorts from all the HOAs to achieve a political objective of the city  that was very unpopular with the citizens as a group. Are HOAs allowed to participate in political activities? Should the HOA members stand up against this tactic by the city?


We have a small HOA.  3 Directors, Treasurer and Secretary.  One of the Directors is President.  What are the powers of the President of the HOA?
